The Role:

  • Accountable for the planning, preparation, procurement, delivery and management of capital works programmes to time, budget and quality from inception to completion.
  • Management, administration, procurement and supervision of contractors delivering inspection, risk assessment, renovation, servicing and maintenance to council owned property.
  • Carry out surveys and inspections of council owned property to diagnose repair defects and order effective remedial works.
  • Prepare strategies, reports and feasibility studies into specific related subjects.

Principle Building Control Inspector

£50085.00 - £54047.00 per annum

MMP Consultancy is seeking a Principal Building Control Surveyor on behalf of a Local Authority based in Bedfordshire. This is a permanent opportunity with a salary range of £50,085 - £54,047 with the ideal candidate starting as soon as possible. The standard working pattern will be Monday to Friday with flexibility and regular work-related travel required.

Ideally candidates will be a minimum of Class 2A on the BSR, however any registration of Class 2A and upwards will be considered.

The role involves working closely with a diverse range of stakeholders, from residents and businesses to local authorities and central government whilst providing specialist advice on Building Regulation compliance to a variety of users. The Building Control Inspector will evaluate applications and fees, carry out plan checking, site inspections, provide special Building Regulatory advice and investigate and enforce compliance.
Key Responsibilities:
* Provide specialist advice on Building Regulation compliance to a variety of users.
* Investigate compliance issues, address complaints, and enforce Building Regulations.
* Validate applications, assess fees, and manage Building Regulation cases from planning through to implementation.
* Conduct site inspections to ensure regulatory compliance, with a focus on health, safety, sustainability, energy efficiency, and accessibility.
* Handle complex cases involving Building Regulation compliance, offering guidance and support to less experienced colleagues.
* Prioritise tasks within the team to ensure efficient service delivery.

Qualifications and Experience required:
* Extensive experience in Building Control and Regulation compliance.
* Strong understanding of health, safety, sustainability, energy, and accessibility standards.
* The ability to manage complex cases independently, while also supporting and guiding junior colleagues.
* Excellent communication skills to interact with a wide range of customers and stakeholders.
* Regular manual handling activities.

Title: Interim Head of M&E

Reports into: Director of Compliance and Planned Works
Direct Reports: 4 (Electrical, Water, Planned and Gas)

Role Purpose:

* Lead the M&E Team to ensure statutory compliance in the areas of Gas Servicing, Lift Maintenance, Asbestos, Electrical Testing, Air conditioning and extraction, drainage plant security & door entry and rooftop / high level communal space safety.
* Lead on damp and water ingress management across the portfolio including works and tenant management
* Play a strategic role in the Customer Services Directorate, proactively contributing to business planning, managing other areas of service to cover staff absence, service improvement, and achieving of high level of customer satisfaction with services

Key Responsibilities and Accountabilities

* The management of a range of Planned Mechanical and Electrical Works Contacts undertaking works such as , Gas Servicing, Lift Replacements, Air conditioning, ventilation upgrades , door entry systems, communal wiring and lighting upgrades, asbestos removal, fire safety equipment testing.
* Lead manager responsible for statutory compliance through managing maintenance and inspection contracts for Mechanical & Electrical services including Lift Maintenance, Asbestos, Communal and domestic Electrical Services, Door Entry
* Liaise with Customer Services to ensure all planned M&E works are conducted across the relevant premises, and health and safety risk assessments are carried out.
* Oversee activity around dampness and major water ingress activity, ensuring that processes are maintained, reporting is accurate and high risk activity has appropriate mitigation in place and is effectively managed.
* Attend Resident and Committee meetings and present reports on operational areas of responsibility. Ensure the reporting mechanisms on key performance indicators are carried out in accordance with agreed requirements.
* Ensure contractors are providing value for money by maintaining effective cost evaluation and quality assurance processes within the team.
* Contribute to development of the service including new policies and procedures and systems to support continuous improvement with written reports and presentations to senior managers and members providing advice and recommendations.
* Ensuring auditable contract administration with effective systems developed and maintained for the timely and accurate payment of invoices and valuations subject to proper authorisation.
* Take responsibility for compliance with all, health and safety requirements and best practice to minimise risks to residents, contractors and staff.

MMP is working with one of their Housing Association Clients in Southend of Sea who are seeking a Surveyor.

This will be a long-term Interim role paying £240 per day

Duties:
* To carry out pre-inspections, building and stock condition surveys to identify defects and future investment requirements, including the preparation of detailed reports, specifications and cost estimates where necessary to ensure the appropriate remedial works are undertaken.
* To ensure all planned, cyclical and responsive repair works are valid and appropriate, provide value for money and are completed within the allocated budget provision, ensuring contract administration good practice, timely processing of variations and all appropriate contract documentation and accurate keeping of records pertaining to work in progress.
* To undertake post inspections of completed works to ensure quality, compliance with the Schedule of Rates, value for money and statutory compliance. Ensuring compliance with contractual term and driving performance to achieve KPI's targets and expenditure within the designated budget provision.
* To assist the delivery of internal policies, procedures and agreements and look for ways in which to continuously improve the service to achieve value for money and increased resident satisfaction.
* To follow our clients Health and Safety policies and procedures to ensure, as far as is practicable, your own safety and that of others in the workplace. You may be required to undertake specific Health and Safety roles such as Fire Warden or First Aider as part of your duties
* To co-operate with the duty holder as required by current Asbestos Regulations including complying with the Asbestos Management Plan, reporting incidents, passing on information about the presence of asbestos, attending training, project managing surveys and abatement works. Including undertaking Asbestos management surveys and updating the Asbestos data base as necessary to maintain statutory compliance.

You must have a minimum of a P402 Building Surveys and Bulk Sampling for Asbestos or equivalent.

This will be an Interim position for 6 Months paying £30 P/H Umbrella

Job Purpose:

  • Undertake asbestos surveys, prepare asbestos reports, tender documentation, specifications and technical information.
  • Prepare reports under the direction of the Team Leader.
  • Support the Team Leader in developing best value partnerships with contractors. Attending site meetings and liaising with Contractor management and supervisory staff.
  • To manage pre and post inspection and ensure appropriate records and audit trail are kept,

MMP Consultancy currently has an opportunity for a Surveying Project Manager to join a housing association based out of Bristol.

This will be a permanent position paying £46,856 P/A Plus Benefits

The Role:

  • The responsibilities will be varied and wide-ranging, with a primary focus toward Damp and Mould related projects. You will work closely with the Home Repairs Service to provide the full range of Building Surveying services project management support.
  • The role involves surveying customer homes and communal spaces. You will be working alongside our residents and leaseholders taking ownership of ensuring that repairs are managed end to end and to manage issues and complaints that arise before, during or after works

Job Purpose:

  • Ownership of larger Damp and Mould case, HSSRS cases as well as complex projects from inception to completion, ensuring that repairs are project managed to meet deadlines and within budget.
  • Surveying and Identifying building defects through, conducting the correct building pathology & testing.
  • From Initial triage of cases (particularly related to HSSRS) you will take ownership from Site visit through to completion of project.
  • Completing detailed reports and specification writing, for example to support section 20 notices and Damp and Mould /disrepair claims.
  • Although the role is focused on Damp and Mould there will be development opportunity to be involved with Procurement, tendering, organisation, and management of individual projects. For example, Insurance claims, fire damage, DFG's, Structural Movement and demolition work.
  • Mutual Exchange condition reports.
  • External Stake Holder engagement, for example with Local Authorities.
  • Project Managing to include preparation of plans, prebuild meeting construction phase oversight, maintaining value for money and budget control throughout the project.
  • Working with customers & internal departments to ensure that works are completed, and the customers are supported during the construction process.
  • Actively contributing to the day-to-day operational delivery of construction work, primarily stand-alone building projects.

MMP Consultancy currently have an opportunity for a Building Surveyor to join a Local Authority based out of Stoke-on-Trent

This will be a temporary position paying £35-£40 P/H Umbrella on a 6 Month Plus Contract

The Role:

To lead and manage the Facilities Management function to meet the Council's Corporate Objectives, its Priorities for Improvement and the Service Plan.

Job Purpose:

  • To manage and supervise all staff and budgets allocated to the Small Works and Repairs Section. To formulate, implement and update the Service Plan and contribute to the Corporate Plan, especially in relation to the maintenance of Council assets.
  • To carry out staff development appraisals and set performance measures for members of the Section.
  • To prepare estimates, budgets and performance measures for the Section. This includes managing large budgets for a wide range of repairs and improvements across the diverse building and structures stock.
  • To ensure the efficient and effective operation of the Council's policies, procedures, Standing Orders, Financial Regulations, delegated powers and other requirements in respect of the Section.
  • To provide full small capital works and repair services for all premises within the Council's asset register.
  • To ensure appropriate inspections are carried out of Council owned buildings for repair, reactive and planned maintenance.
  • To manage small capital works and building repairs and alterations, to public buildings, shops and industrial premises.
  • Oversee the maintenance/management of the car parks and street/footpath lighting and signage.
  • To manage the Statutory Inspections regime for the Council's properties by preparing, inviting tenders, take through the process of awarding contracts and manage service contracts. This includes boilers, lifts, and specialist electrical installations including fire fighting equipment and alarms, security and intruder alarms, warning installations, asbestos, water treatment for Legionella, etc.
  • To liaise as necessary in the disconnection of services, sealing up and demolition of properties.
  • To prepare and maintain schedules, specifications and programmes for painting and decoration of public buildings including metal railings and playground equipment where required and necessary.
  • To prepare Cabinet reports and attend Committee and other meetings as required.
  • To identify areas of need for consultant appointment, prepare the brief, liaise as Council's representative, oversee work and performance, agree and process payments.
  • To prepare basic design layouts and technical specifications for small works and repairs, seek tenders/quotations for alteration, refurbishment works and demolitions and supervise the works.
  • To have a detailed understanding of the relevant legislation to ensure compliance with all relevant regulations. Providing technical advice and assistance as required, this includes to the Trustees in respect of the Almshouse Trust.
  • To manage the preparation of the term maintenance contract for building maintenance including supervision, operation and financial aspects is achieved in accordance with the Council's policies.
