Job Description

MMP Consultancy currently has an opportunity for a Principal Energy Officer (HND OR HNC needed) to join a Local Authority in Essex. This position is paying £50,000 - £60,000 Benefits

Job Purpose:

To lead, develop and manage all aspects of the Council's energy management activities, including preparing and implementing a program of works in order to reduce the Council's energy usage; working with Building Management and premises managers to ensure that opportunities for energy consumption reduction are acted upon; maintaining accurate energy consumption records; advising departments on all aspects of energy efficiency.

Key Accountabilities:

* Work with the Service Manager-Corporate Property and Energy Board to support the development of a robust energy strategy to deliver the Council's Energy Policy, following adoption, and deliver the projects identified.
* Lead on all aspects of the Corporate Energy Board and ensure good communication and 'buy-in' across the organisation.
* Work with the Procurement Team on the procurement of energy for the Council's property portfolio. Manage existing energy framework agreements and contracts
* To implement the Council's policy approach in respect of efficient energy management including monitoring the receipt and payment of supplier invoices and the maintenance of accurate databases on supply usage and costs for all corporate premises and arrangements for gas and electricity supplies.
* Report and resolve billing queries with energy suppliers.
* Responsible for the preparation of data for inclusion on and the submission of national and local indicators regarding energy and CO2 emissions.
* Conduct site inspections and energy audits to investigate opportunities for using energy efficient technologies, energy management procedures and renewable energy to reduce the Council's energy costs.
* Establish and maintain a system for monitoring the Council's energy consumption, using relevant databases, software and energy site survey information. Use this system to analyse and evaluate data to identify trends and exceptions in order to target appropriate interventions to reduce costs and to produce performance reports for premises managers, relevant committees and working groups.
* Work with the Building Management Team to ensure that efficiency opportunities are aligned with asset management and maintenance programmes in accordance with the Council's energy policy and strategy. Ensure works are carried out to incorporate the most energy efficient standards, considering opportunities to incorporate energy efficiency and renewable energy measures on an 'invest to save' basis where appropriate.
* Assist with the development and implementation of the Corporate and relevant Service Asset Management Plans for the Council's Buildings Portfolio to incorporate measures to reduce the Council's energy use. ?
* Prepare business cases to justify improvement measures. ?
* Research and prepare applications for relevant grant funding streams.
* Obtain competitive quotations and tenders to implement improvement measures in accordance with the Council's Constitution, departmental procedures and relevant legislative requirements. Project manage, procure and supervise works and prepare written reports on progress and quality
* Assess interim and final payments to contractors, prepare payment certificates and financial reports and check final accounts.
* Ensure all schemes carried out by the section comply with relevant financial parameters and departmental procedures.
* Maintain proper and adequate files, time-sheets and records at all times, including those necessary for the preparation of internal project job costing and time charging.

A good understanding of risk factors. You should have significant experience in conducting stock condition surveys and a relevant professional qualification is essential.

    The candidate should possess a good working knowledge of residential construction on both refurbishment and newbuild properties. Good IT skills which include the use of the Microsoft Office Suite are essential and the ability to manage stock condition data bases and reporting.

    Key Responsibilities:

    * Undertake comprehensive Condition Surveys on our clients housing stock, other properties/land; and external environments to support the development of future programmes of work.
    * Ensure our clients Asset Management Data is appropriately maintained, and that condition data is accurate and timely.
    * Undertake assessment of health and safety issues using the Decent Homes HHSRS framework. Raise remedial works and improvements identified at survey.
    * Undertake asset assessments of our clients housing stock using the Decent Homes framework.
    * Assist in the research and provision of any data that is required to ensure the Asset Management Database is regularly updated.
    * To attend meetings, workshops, and other events in accordance with the duties and responsibilities. Some of these may be outside normal working hours.
    * To maintain the security and confidentiality of all data held on computer systems within the section.
    * To attend training courses and other events for personal development in accordance with our clients policy.
    * To undertake any other duties which are considered appropriate for the post.

    MMP Consultancy are seeking for a new Asset Data Analyst to join one of my client's based in Essex (2 Days Office 3 Days WFH)


    Title: Asset Data Analyst
    Location: Essex (2 Days per week)

    Purpose of Job:

    * Manage and maintain the data held within our asset management system, develop programmes of works, manage stock condition survey processes and projects manage the implementation of a new asset management software solution.
    * Lead the operational implementation of any new asset management software solutions or associated systems
    * Lead on updating and developing the Asset Investment Model (A.I.M).
    * Ownership for accessing and fully utilising all systems employed, deployed, and adopted; inputting, interrogating, tracking performance and identifying issues,
    * Provide and take ownership of allocated clerical and general administrative support tasks for the Asset Management Team and across Built Environment generally as required, including responsive repairs, development, compliance, etc.

    Key Responsibilities:

    * Maintenance and delivery of high-quality data and integrity within the asset management software
    * Working with key colleagues in Built Environment to generate and dovetail information as required to complete business processes around stock performance, the estate, planned works programmes including compliance work streams.
    * Gather, understand, and document detailed business information using appropriate tools and techniques, providing property management intelligence that will enable our client to progress both external and internal projects.
    * Design and implement database technologies, as well as translate large datasets into meaningful reports and communicate this confidently to all stakeholders.
