Job Description

MMP Consultancy currently have an opportunity for a Clerk of Works to join a local authority based out of Hampshire.

This will be a permanent position paying £37,938.00 to £42,708.00 P/A Plus Benefits

The Role:

  • To carry out detailed assessment, control, and organisation of the council's Decarbonisation Retrofit Programme to ensure work is carried out to agreed quality standards, specification and schedule, and that health and safety procedures are being followed.
  • To conduct detailed assessments and review of the implementation of the council's New Homes Programme to ensure work is carried out to agreed quality standards, specification and schedule, and that health and safety procedures are being followed.
  • To conduct regular site inspections to check that building plans are followed correctly, reporting back to service managers.

Job Purpose:

  • To supervise building contractors, engaged by the Council on the Decarbonisation Retrofit Programme. All works to be supervised to obtain high standards of workmanship, reflect good practice, and uphold safety standards.

  • To conduct detailed assessments and review of the implementation of the council's New Homes Programme to ensure work is carried out to agreed quality standards, specification and schedule, and that health and safety procedures are being followed.
  • Site supervision of schemes prepared by the Council's own staff or consultan
  • Close liaison with both Contractors and Contract Administrators to ensure the smooth running of contract delivery.

  • Attendance at site meetings, normally with the Project Manager, and /or other Council representatives.

  • The maintenance of detailed records of work, manpower, health and safety issues and conditions of site.

  • To keep up to date with new developments within the construction industry and be familiar with new materials and methods of working specifically relevant to PAS 2030 and 2035.

  • To keep well informed on all legislation and legal and technical aspects concerning the delivery of the retrofit programme.

  • To encourage and participate in the interdivisional liaison within the department, and interdepartmental liaison, and contact with third parties as required.

  • Ensure all systems / works are undertaken in accordance with all statutory requirements, industry codes of practice and the Council's Constitution.

  • Work closely with the Compliance Officer to ensure all Health and Safety issues are risk assessed, and then coordinated and managed appropriately.

list Stock Condition Surveyor

Up to £28 per hour Umbrella

MMP Consultancy currently has an opportunity for a Stock Condition Surveyor to join a local authority based out of Hampshire

This will be a temporary position paying £28 P/H Umbrella on a 6-9 Month contract.

Job Purpose:

  • To undertake stock condition surveys on my clients housing stock. To update my clients current stock condition information using the council's stock database.
  • To collect stock condition information on pre-determined questionnaire's then transferring that information to the database. Ensuring reports are generated to check all scheme data is held correctly.
  • Briefing and coordinating with other staff on the operation of the condition survey so they can undertake surveys.

The Role:

  • To undertake stock condition surveys on my clients rented housing stock. To undertake an individual survey of each flat, house, bungalow and if applicable, internal and external common areas on each block.
  • To initially use a hard copy of the form then work toward a mobile working device to collect the survey data. To highlight any components omitted from the component list.
  • Where relevant, propose additional components and add to the master list.
  • To ensure all components in each survey have a 'Next Inspection Year' assessed and recorded. Using existingmy clients Stock data as background.
  • To obtain the agreement of the Senior Surveyor to any proposal to bring a 'Next Inspection Date' forward.
  • To ensure component classification is in place and is suitable to uniquely identify all components in individual flats or houses and common areas.
  • To devise sub-categories and obtain corresponding codes from the Data Analysis Officer where needed.
  • To advise on ways of uniquely identifying different blocks and multiple common area items (eg. Lifts, entrance doors).
  • To be aware of details such as Component Life Cycles and the need for regular reviews.
  • To liaise with other Property Services and Housing staff on the outcome of the property surveys.
  • To use manual back-up systems in the absence of the mobile working software (once up and running).
  • To ensure data collected is held correctly and accurately on my clients stock databse database.
  • To ensure all properties are surveyed within an agreed time.
  • To ensure letters are sent out well ahead of visits so that sufficient notice is given of survey visits.
  • To deal with customer queries arising from surveys or signpost to the relevant colleague.
  • To liaise with colleagues also undertaking surveys to ensure consistency in data collected, projected Next Inspection Years and the optimum use of the software
  • To ensure suitable access and PPE equipment is used. To take health and safety advice to access difficult to reach areas.
  • Identifying any health & safety breaches or risks on site and reporting back to relevant colleagues.
  • To undertake EPC surveys during the property inspection if the current survey has expired or is not available.
  • Assess properties using the Housing Health and Safety Rating System (HHSRS) to ensure that category 1 & 2 hazards are reported.
  • To take a portfolio of external photographs at each property for use on the stock database, "Asset" files and potentially the Council's website.
  • To systematically compile a photographic inventory of each individual dwelling and its key components
  • To identify and pass on routine repairs identified during surveys to the relevant colleagues
  • To take sufficient notes as are necessary to supplement digital reports where required post inspection
  • To devise a suitable systematic delivery programme to complete the surveys within pre-agreed programme targets

Up to £27 per hour Umbrella

MMP Consultancy currently has an opportunity for a Building Surveyor to join local authority in Hampshire.

This will be an interim position on a 6-9 Month paying £27 P/H Umbrella.

Role Responsibilities:

  • You will be part of the repairs management team; previous management experience is not essential and you will be supported to develop your skills and gain managing experience using the 'Systems Thinking' methodology.

  • You will be part of a team responsible for providing a building repair and voids service ensuring that it is undertaken in accordance with our NEC3 term service contract including all contractor payments and undertaking all appropriate audits.

  • The team assists us in meeting our purposes which are, to maintain and improve our properties, ensure the right repair is carried out at the right time and provide suitable homes when needed.

  • You will be surveying our assets, updating stock data, assessing the condition of our assets, evaluating and diagnosing what work is required, assessing the best options to carry out the work, issuing repairs and managing a varied range of planned repair projects. We maintain a varied housing stock including a diverse range of corporate, operational, commercial and community assets.

  • Repair projects that you may carry out and supervise include decorations to external and communal areas, cladding, fire upgrading work, window replacement, re-roofing, electrical work, extensions, and structural repairs. The value of individual projects you will be responsible for managing will be up to £50,000, although typically you will undertake schemes that will have a contract value of £15,000.

  • You will support and deputise for the Building Repairs Manager to ensure the building repairs team have capacity to effectively manage all demands received by utilising all the resources available including developing apprentices and surveyors.

  • You will manage apprentices and/or surveyors supporting the team to provide a repairs service including support management of day to day repairs, DFG works, GRA assets, complaints and legal claims,

  • You will liaise with customers and stakeholders regarding the repairs and maintenance service, investigating complaints and disrepair claims as appropriate. Stakeholders include residents, leaseholders, local councillors, building users and other section heads and you will have responsibility for managing the repairs service and developing relationships with specific delegated stakeholders.

  • You will manage the repairs and maintenance of the assets you are responsible for and ensure that we have accurate stock data information as appropriate.

  • You will assess the condition of the assets, use measures to assess the effectiveness of the service, identify planned maintenance projects and prioritise demands to inform planned programmes of work.

Key Responsibilities:

* Monitor changes in legislation and the requirements of regulatory and enforcement agencies in health and safety. Advise the Head of Safety and Quality Assurance and other senior managers as required, of the implications of changes for St Mungo's.
* Both develop and review, and lead the team in developing and reviewing, high quality policies and procedures to timescale. Ensure they all have a comprehensive implementation plan, including promotion, training, e-learning, and monitoring on relevant systems.

* Design and develop an annual training programme, in consultation with the Head, oversee delivery by the team, and provide training as required.

MMP Consultancy currently has an opportunity for a Building Surveyor to join a local authority based in North London.

This interim position will pay £41.76 P/Hour Umbrella on a 6-9 Month contract with the option to be extended.
Primary Job Function:
To deal with repair issue cases referred to them, diagnose the cause, and arrange for works to be carried out. This will include the assessment of condensation cases and drafting reports for presentation to the High-Value Repair Panel
Role Duties:
* Carry out building inspections as necessary to diagnose the cause of building defects, and raise work orders using the National Housing Federation Schedule of Rates or specifications as appropriate.
* To prepare reports relating to condensation in compliance with the LBI Condensation Protocol.
* To assist in preparing reports for senior managers, including those of a policy or strategic nature.
* To produce professional technical reports and present them to the High-Value Repair Panel.
* To manage subsidence and structural failure cases with specialist external consultants.
* To assess alteration requests from tenants and leaseholders and complete paperwork in compliance with the process.

£50000 - £52000 per annum Plus Benefits

MMP Consultancy currently have an opportunity for a Damp and Mould Surveyor to join a housing association based out of Leicestershire.

This will be a permanent position paying £50,000-£52,000 P/A Plus Benefits.

The role will see you being based out of the Leicestershire office covering a patch between either Leicester- Nottingham or Leicester - Northampton,

The WFH Split is 1-2 days P/W in the office, 2-3 days P/W on inspections/at home.

The Role:

  • To contribute to the successful delivery and completion of damp, mould and disrepair works within a new dedicated team within the Assets department.
  • To carry out your role efficiently and effectively, ensure property inspections and works are delivered to a high standard, meeting our service standards whilst providing excellent customer experience and high levels of customer satisfaction.

Job Purpose:

  • To project manage damp, mould and disrepair works from inception through to completion including diagnosing, specifying; procuring and monitoring.
  • Ensure effective solutions for managing and reducing the causes of damp and mould are identified, which will include building repairs, installing mechanical ventilation and humidity control systems, and by providing clear advice to residents to help them understand the causes of damp and mould and behaviours that will reduce humidity in their homes.
  • Undertake contractor administration duties as required including reviewing Bills of Quantities, Schedules of Works, Specifications and all contract documentation, ensuring that these comply with the project brief and timescales, budget estimates, all relevant legislation, health and safety regulations and policies.
  • To effectively manage contractors, carrying out and managing the quality inspection process of works, including pre-start scoping, work in progress quality inspections and post inspection sign-offs.
  • Maintain CRM and systems recording progress of the works to ensure information is accurate and up to date, providing regular project updates to the senior management team.
  • Certifying contractor valuations and claims within this role's delegated authority limits, including interim and final account payment.
  • Work closely with our Resident Liaison Officer to ensure customers are informed of progress at all stages, the works offer excellent customer experience and high levels of customer satisfaction.
  • Demonstrate VFM in the delivery of damp, mould and disrepair work projects, providing strong contract management and delivery of programmes maximising quality and value to budget.
