Job Description
MMP Consultancy currently has an opportunity for a Programme Delivery Manager to join a Housing Association based in Leicestershire.
This will be a permanent position paying £55,000-£57,000 per annum plus benefits
The Role:
- To successfully deliver the programme delivery and planned works programmes for my client for our Midlands properties. The primary focus for this role is to lead a small team to project manage our investment work contracts. To ensure works are delivered to a high standard, which also delivers excellent customer experience and high levels of customer satisfaction. This role will be required to deliver on the added value promises of our suppliers. Provide regular project updates and management reports. This role will also minimise costs of the service and enhance value for money, while still achieving the expected service standards.
Job Purpose:
- To deliver the investment and planned works programmes for my client for our Midlands properties. Investment works include kitchens, bathrooms, window, doors and roof replacements. Planned works include cyclical decoration and repairs to our schemes and other ad-hoc planned works as required.
- Carry out the role of contract administrator for the investment and planned works through our asset management system Keystone.
- Certifying contractor valuations and claims, including interim and final account payment.
- Carry out and manage the quality inspection process of works, including pre-start scoping, work in progress quality inspections and post inspection sign-offs.
- Manage the resident liaison officer to ensure the investment and planned works offer excellent customer experience and high levels of customer satisfaction.
- Review and update our stock data to develop future investment and planned work programmes.
- Prepare schedules of works, issue variations and contract certification and documentation through Keystone.
- Carry out your duties in accordance with the relevant health and safety legislation and regulations.
- Providing advice on contractual matters.
- Manage a small team which include two project surveyors, resident liaison officer and a co-ordinator to deliver the teams and organisation's corporate objectives and targets.
- To be part of my clients out of hour's duty surveyor team which involves being on-call on a rota basis to assist my clients out of hour's service.
- To ensure that the services for which the post holder is responsible deliver value for money.
- Attend evening meetings and committee meetings as and when required.
- To promote recognition of diversity in all aspects of service delivery.
- To project a positive image of the Group and its subsidiaries by providing an excellent level of customer service to all customers, including dealing with complaints.
- Comply with the Health & Safety Policy, ensuring own and others health and safety.

Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
Budget control - ensure internal and external funding sources for projects are identified and manage the project budget and other financial resources associated with the project.
Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.
Experience / Qualifications:
* Extensive knowledge of the repairs industry within social housing.
* Building background with a suitable qualification or demonstrated experience.
* Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
* Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
* IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
* Use of appraisal system desirable.

The post holder will work as part of the Housing Operations Team - Property and be responsible for the technical service provision for the Housing Service in accordance with the our clients agreed policies, procedures and working practices, delivering a first class service that is value for money and customer focused.
* To work as part of the Housing Operations Team - Property dealing with all aspects of void property inspection, mutual exchanges, insurance claims, structural diagnosis, building defects, property adaptations and management, major works to properties, assisting with the delivery of the Choice Based Lettings Scheme in relation to Accompanied Viewings and Routine Inspections of properties.
* To support the team in planning budgets, identifying efficiencies in response and planned works and to ensure there is a robust method of reporting that is being adhered to.
