OD & Learning Advisor - Location: London (Hybrid Working)
Interim, 5 months initially
Rate: £220 per day (Umbrella)

A London-based local authority is seeking an OD & Learning Advisor for a 5-month interim contract. This role will be instrumental in supporting and delivering effective Organisation Development (OD) initiatives and engaging learning programs across the Council, enhancing employee engagement and fostering a high-performance culture.

Key Responsibilities:
- Work closely with HR and management to develop and deliver a quality OD service. Contribute to initiatives that support the Council's workforce strategy and enhance employee engagement.
- Assist in designing and implementing training needs assessments, and support the delivery of training programs across all levels of the organisation. Deliver in-person and virtual training sessions, including induction programs and in-house workshops.
- Collaborate with employees, managers, and external providers to ensure clear expectations and quality learning interventions.
- Analyse basic data to inform key stakeholders and adapt programs as needed to achieve strategic outcomes.
- Work on various HR/OD projects with both internal teams and external partners, contributing to an inclusive culture and promoting a continuous improvement mindset.

Essential Skills and Experience:
- Proven experience in organisational development and supporting learning initiatives, preferably within a public sector setting.
- Excellent communication skills with the ability to engage and collaborate with stakeholders at all levels.
- Strong prioritisation skills, with the capability to manage multiple projects effectively.
- Familiarity with OD tools and methodologies, such as ADDIE, ADKAR, and McKinsey frameworks.
- Ability to utilise learning management systems (LMS) and present data in reports to inform decision-making.

Qualifications:
- Educated to degree level in HR, Organisation Development, or a related field (CIPD membership preferred).

    Working within social housing to manage Voids duties including Minor and Major works. Holding high standards of quality, time and value for money.

    Title: Voids Surveyor

    Duties:

    • Delivery of Voids service, being able to pre inspect properties and create specification of works which is fit for purpose for tenants.
    • Ensure contractor engagement and management in the delivery of works provided.
    • Post inspection of works complete to guarantee a good quality of service.
    • Deliver fit-for-purpose, safe and good quality properties to tenants on behalf of the social housing entity.
    • Prioritise tenants with value for money and efficiency delivery of works.
    • Provide defect-free period of at least 6 months after works.
    • Manage the auditable and compliance information required, ensuring the system is completely updated and all invoices are paid when appropriate.

    Desirable Qualifications

    • HNC, HND, BTEC HND or higher, in a building discipline, or over 5 years hands on experience of related repairs surveying/ construction from a trade background.
    • Relative experience of building maintenance in a local authority or other registered social landlord.
    • Experience of working to strict deadlines within a busy multi agency setting
    • Experience in the management and administration of domestic building repairs

    Job Purpose:
    To be responsible for a specific work stream within the Asset Management team, providing a professional housing surveying service for the repair, maintenance, improvement and re-servicing of council owned, managed and leased stock in accordance with our clients policies and procedures, providing an effective responsive repair, planned maintenance and project management service for the organisation.

    Key Accountabilities:

    • The post holder reports to the either the Major Works & Voids Manager or the Disrepair & Special Projects Manager.
    • The post holder, depending on the team speciality, will be responsible for special projects, disrepair, estate improvement, asbestos management and minor works OR reactive and planned repairs, voids and fire damage.
    • The post holder will take the lead in areas for which the team is responsible and will include coaching other members of the team.
    • The post holder may be required to work evenings, weekends and occasional public holidays, in order to ensure consultation and service requirements are met.


    Key Tasks:

    Key tasks and accountabilities are intended to be a guide to the range and level Qf work expected of the 'post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time.

    To deputise for the Major Works & Voids Manager or the Disrepair & Special Projects Manager in the management of services for the entire Housing Property Services.

    • Safety (including gas safety) Regulations and the Control of Asbestos Regulations
    • 2012.
    • To affect the leaks procedure, including liaising with the Legal Section to initiate enforcement action.
    • To assist with the contract documentation for invitations to tender, examine tenders and recommend contractors for appointment, using expert knowledge.
    • To act as client in relation to technical consultants, challenging practices and costs where necessary
    • To prepare project programmes, structural reports, feasibility studies, scheme specifications and tenders for capital and revenue programme schemes, including environmental works. To manage small project teams that involves other stakeholders within the council.
    • To maintain records and contribute to the development and maintenance of a comprehensive stock database via regular stock condition surveys and or H&S inspections and make recommendations as necessary
