Job Description

MMP Consultancy are looking to recruit to a Communications & Engagement Lead join a fantastic Local Authority based in Brixton on a temporary contract.

To support the vision of the Change Management workstream for the new Council Transformation Programme, ensuring to keep a consistent and positive perspective in promoting the upcoming changes.

This is a temporary position paying £625 per day Umbrella. Please note this is a part time role working 14 hours per week.

Duties:

* Lead on the development and execution of communications activity and change campaigns and contribute to the Change Management Plan of the new One Lambeth Change Transformation Programme.
* Attend meetings such as departmental DMTs to ensure awareness of key events, issues, and messages in those departments and to develop proactive campaigns to showcase that work for use across multiple internal-facing and external-facing platforms
* Deliver a balanced programme of continual communications and campaigns-related activity, delivering a balance of proactive coverage and stories in support of the Borough Plan, council strategic priorities, and the internal design principles.
* Assist, where required, on the development and maintenance of the Change Management Plan and overall Change Delivery Programme timeline.
* Provide advice and guidance at a high level, including to relevant Strategic Director(s) and senior staff as well as elected Members (including the Leader and Cabinet) on both proactive and reactive communications and campaigns issues.
* Work with colleagues across the One Programme Workstreams including Change Agents, Change Directorate Leads, Change Programme Managers, Change Project Managers, Business Analysts, Subject Matter Experts, and others to produce aligned and engaging content that fulfils the requirements of the Programme and contributes to wider communications and campaigns efforts across the council.
* Under the supervision of the Change Project Manager and Internal & Corporate Communications Manager, to be accountable for the planning, articulation, delivery, monitoring and reporting of communications and campaigns services to the highest professional standards.
* Under the supervision of the Change Project Manager and Internal & Corporate Communications Manager, to help drive change and transformation by developing and delivering innovative solutions in communications and campaigns and evaluation of coverage and messaging.
* Under the supervision and working with the Change Agents, Change Project Manager and Change Programme Managers, assist in the drafting of media and other briefings as directed, ensuring the most positive balance of coverage possible, but providing clear advice and handling to mitigate reputational threats or reluctance to change.
* Contribute to the development and delivery of a schedule of activity that fits within the Change Communications & Engagement Plan.

Skills & Abilities

* Substantial experience of working with partners, residents, citizens and stakeholders
* Understanding of the context within which local government is operating, locally, regionally and nationally.
* Understanding of policy development and implementation
* Experience of facilitating change in large organisations and in multi-agency partnerships through effective communications and campaigns activity
* Experience of leading and delivering campaigns and communications projects and programmes of work successfully to time, budget and quality expectations in a complex environment, involving multiple stakeholders
* Experience of leading projects or programmes related to either strategy, policy, equalities, research and analysis, partnership or innovation.

    Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
    Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
    Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
    Budget control - ensure internal and external funding sources for projects are identified and manage the project budget and other financial resources associated with the project.
    Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
    Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
    Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.

    Experience / Qualifications:

    * Extensive knowledge of the repairs industry within social housing.
    * Building background with a suitable qualification or demonstrated experience.
    * Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
    * Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
    * IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
    * Use of appraisal system desirable.

    Duties:
    We are looking to appoint an interim Head of Corporate Facilities Management (CFM). Experienced interim is required to cover the role on a temporary basis and lead CFM through its next phase of evolution. In practical terms, the assignment will include:

    • Leading the design and delivery of a new operating model for CFM
    • Finalising the strategy for replacing our outsourced FM provider (the existing contract ends in autumn 2026)
    • Playing a significant leadership role in our Corporate Real Estate Programme, which is focused on transforming the council's approach to managing and maintaining our estate
