Job Description

MMP Consultancy are looking to recruit to a Senior HR Business Partner Lead join a fantastic Local Authority based in Brent on a temporary contract.

To lead and manage the delivery of a professional HR Service that adds value and delivers effective business-focused solutions, by advising on managing risk to the organisation and maintain good employee relations.

This is a temporary position paying £42.08 an hour Umbrella.

Duties:

* Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the council.
* Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
* Manage a customer focused service and the effective use of resources.
* Ensure that the council's overall vision, values and ethos are central to the requirements of the service.
* Support effective working relationships and act as an ambassador and advocate with external organisations.
* Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards.
* To devise strategies for the council-wide planning and management of people including employee relations and organisational change, to meet current and future business needs in line with the priorities and commitments in the Council's Corporate Plan and Workforce Strategy.
* Build consistency and professional excellence, including responsibility for ensuring the allocation of HR resources is strategically and tactically well-managed with the right skills and knowledge assigned effectively and consistently.
* Establish and develop a trusted customer-focused relationship with the senior leadership team of the assigned business area to support the identification and delivery of service priorities, initiatives and agreed outcomes. Where applicable this also includes oversight of the traded service to schools and relationships with Headteachers.
* Identify and deliver client-responsive, cost-effective HR solutions to business challenges.
* With an understanding of current and future business needs, to work in partnership with all stakeholders to ensure that HR implications are fully integral to decision-making, service planning and the delivery of improvement programmes.
* Translate departmental / divisional plans into change management programmes and longer-term strategies to meet organisational requirements.
* Provide professional HR advice, support and guidance to chief officers, senior managers, managers and elected members, acting as a trusted advisor and champion of best practice (personal involvement will generally be on complex matters where interpretation of corporate employment policies is not straightforward, or the issue has a high profile or risk to the council).
* Collaborate with senior managers and HR colleagues to develop and implement workforce strategies and implement different methods that build capacity in talent management to attract and retain the right staff to fill the council's diverse job roles.
* Maintain the oversight and the quality assurance of the employee lifecycle within the assigned business area, including performance, recruitment, absence management, discipline, workforce resolution, performance etc.
* The ability to work corporately and manage resources effectively in a complex environment, including the ability to interpret and understand workforce planning and budgetary information, and to negotiate and influence change in a political environment.
* Maintain a critical review of change programmes, lead the HR work stream within a programme providing direction to the team and advising on complex elements. Ensure that risks are identified and managed within a legal framework.
* Lead on the improvement, management, and performance in the delivery of HR best practice, ensuring that overall objectives are translated into effective plans and that the service is efficient and locally responsible.
* Coach and lead the HR Business Partnering Team, ensuring performance is managed to deliver a high-quality service. Ensure the team keep their knowledge and CPD updated and that coaching of HR professionals develops their skills in line with the CIPD profession map.
* Ensure the quality of professional advice and support and provide strategic and operational advice on escalated cases.

    Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
    Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
    Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
    Budget control - ensure internal and external funding sources for projects are identified and manage the project budget and other financial resources associated with the project.
    Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
    Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
    Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.

    Experience / Qualifications:

    * Extensive knowledge of the repairs industry within social housing.
    * Building background with a suitable qualification or demonstrated experience.
    * Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
    * Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
    * IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
    * Use of appraisal system desirable.

    Duties:
    We are looking to appoint an interim Head of Corporate Facilities Management (CFM). Experienced interim is required to cover the role on a temporary basis and lead CFM through its next phase of evolution. In practical terms, the assignment will include:

    • Leading the design and delivery of a new operating model for CFM
    • Finalising the strategy for replacing our outsourced FM provider (the existing contract ends in autumn 2026)
    • Playing a significant leadership role in our Corporate Real Estate Programme, which is focused on transforming the council's approach to managing and maintaining our estate
    • Leading the CFM team through a period of transformation and change
