About the Role

Westminster City Council is looking for a skilled and dedicated Surveyor to join our team. This role is essential in delivering high-quality adaptations and improvements for older, disabled, and vulnerable residents, ensuring they can live comfortably and safely in their homes.

Reporting to the , you will work on a hybrid basis, combining office-based, home, and on-site work. You will play a vital role in designing, commissioning, and supervising works that directly impact the quality of life for residents.

This position is pivotal in supporting our mission to provide a responsive and efficient service for residents in need of home adaptations.

Key Responsibilities

Undertake design, tendering, commissioning, and supervision of home improvement works for older, disabled, or vulnerable individuals.

Conduct detailed property surveys to assess and agree on technical feasibility and cost-effective solutions for adaptation schemes.

Maintain and review a list of approved contractors and develop framework agreements, ensuring value for money and adherence to policies.

Seek and evaluate competitive tenders for building works, provide instructions to contractors, and monitor progress to ensure high standards.

Regularly communicate with service users and partners, ensuring they are informed and involved in all decisions. Manage the delivery of adaptation work, including coordination with contractors, inspecting works, and ensuring timely completion.

We are seeking a Building Safety Manager for a major landlord, the role will require someone who will take the lead on a patch of high-rise properties, make decisions based on the best practice and future proofing principles. Management of documentation, liaison with multiple internal teams and external contractors / consultants. Ensuring the compliance of all properties within the patch and any works are being managed appropriately.

Key Duties

  • Effectively contribute to the wider Building Safety team to provide ongoing support to colleagues and others through the sharing of knowledge, experience and skills.
  • Actively supervise the safe management of higher-risk residential buildings through an operational understanding of their construction, complexity, use, hazard profile and analysis of associated risk.
  • Implement and maintain effective controls in respect of structural and fire safety ensuring that all life safety systems are effectively managed and maintained.
  • Ensure that building safety information is current, available and in the required format to the London Fire Brigade and other regulatory, and professional agencies.
  • Ensure that the resident engagement strategy is in place, that it has been communicated and understood by residents and that it is effectively applied to ensure that any safety concerns are recorded, reported, monitored, and tracked to their appropriate completion.
  • Provide a frequent and visible presence within allocated buildings to offer professional, informed advice and support to residents, authorities, and other stakeholders on the fire safety strategy to ensure they are clearly defined, and understood as to responsibilities, decisions, and actions that individuals should an event occur.
  • Ensure that regular inspections and monitoring activities are conducted to understand how residents are using the building.

MMP Consultancy is currently a Repairs and Voids Manager for a temp to perm contract within a social housing organisation based in North West London.

Being the senior contracts manager and leading on repairs, voids and disrepair properties. This role includes management of Surveyors and Administrators.

Key Duties:

  • Ensure the effective delivery of repairs, voids and disrepair properties ensuring properties are safe.
  • Direct staff in the delivery of appropriate technical issues, inspections, risk assessments, method statements and monitoring performance. Line management responsibilities.
  • Manage repairs and delivery of works including logging into systems and ensure accurate records and information are available.
  • Ensure all compliance in accordance with current repairs, H&S and other relevant legislations, and good practice.
  • Taking responsibility for the financial management of works via SOR

MMP Consultancy are seeking a Project Manager with a South London organisation, the role will pay circa £400 per day LTD.

About the role

Title: Project Manager (Voids)
Rate: £400 day (Inside IR35) neg.

Contract: 9 months min.
Hybrid: 4 days per week (1-2 days on site, 1 day in office)
Attendance of weekly and monthly meetings, in person.

Key Duties:

  • A dynamic and skilled Major Works Project Manager to oversee and deliver construction projects.
  • Managing the voids programme, interim use programmes, and bespoke projects to facilitate the estate renewal programme on the estate ensuring they are completed on time, within budget, and to the highest standards of both quality and safety as directed by the Strategic Lead.
  • Assist in resolving defects or latent defects arising on projects.
  • Assist/lead on other workstreams that may arise during the course of the commission that will support the team in delivering its core objectives.
  • Project management - lead and manage project budgets, ensuring cost-effective solutions and financial accountability is maintained at all times.
  • Manage a team of internal and external specialist, technical and professional consultants including legal, procurement, planning, clerk of works and quality inspectors throughout the lifecycle of each project.


Key Skills:

Project management - evaluate effectiveness of contracts and consultants used and make recommendations or changes as required.
Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
Budget control - ensure internal and external funding sources for projects are identified and manage the project budget and other financial resources associated with the project.
Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.

Experience / Qualifications:

* Extensive knowledge of the repairs industry within social housing.
* Building background with a suitable qualification or demonstrated experience.
* Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
* Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
* IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
* Use of appraisal system desirable.

Damp & Mould Surveyor

MMP Consultancy currently has an opportunity for a Property Surveyor (Damp & Mould) to join a Local Authority in East London.

Title: Property Surveyor (Damp & Mould)
Rate: £300 Per Day
Location: East London

Job Purpose:
To be responsible for a specific work stream within the Asset Management team, providing a professional housing surveying service for the repair, maintenance, improvement and re-servicing of council owned, managed and leased stock in accordance with our clients policies and procedures, providing an effective responsive repair, planned maintenance and project management service for the organisation.

Key Accountabilities:

  • The post holder reports to the either the Major Works & Voids Manager or the Disrepair & Special Projects Manager.
  • The post holder, depending on the team speciality, will be responsible for special projects, disrepair, estate improvement, asbestos management and minor works OR reactive and planned repairs, voids and fire damage.
  • The post holder will take the lead in areas for which the team is responsible and will include coaching other members of the team.
  • The post holder may be required to work evenings, weekends and occasional public holidays, in order to ensure consultation and service requirements are met.



Key Tasks:

Key tasks and accountabilities are intended to be a guide to the range and level Qf work expected of the 'post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time.

To effectively monitor and control expenditure against budget and to provide statistical analysis. To liaise directly with the council's preferred contractors.

Clerk of Works

MMP Consultancy currently have an opportunity for a Clerk of Works to join a housing association based in West London. This will be a interim position paying £320p/d.

This role will be predominantly site based. My client have housing stock near Latimer Road, West London.

Job Overview:

To act as an impartial, independent inspector. You will be responsible for ensuring that work is carried out to my clients standards, specification and schedule. You will ensure the correct materials are used, that the workmanship is of a high quality.

Main Accountabilities:

  • Review contract documentation including drawings, specifications and contract conditions.
  • Advise upon the practical implications of implementing the designs and draw attention to any areas for improvement.
  • Inspect construction works for compliance with contract documentation, contract instructions and good practice.
  • Inspect construction works for compliance with statutory regulations e.g. Building Regulations, CDM Regulations, Health and Safety at Work Act and Control of Asbestos Regulations.
  • Keep appropriate records of conditions and progress on site. Ensure that such records are comprehensive and well-structured to assist with the administration of the contract.
  • Provide a weekly written report to the Project Manager and other members of the project team as directed.
  • Liaise with residents and resident groups to address any areas of dissatisfaction for example by recording concerns about site cleanliness and advising the contractor of the remedial measures required.
  • Carry out inspections to record any defects which become apparent after the completion of works and pass those records to the appropriate person as identified within the contract.
  • Ensure that the highest standards of probity are maintained through compliance with Financial Standing Orders and that any discrepancies are reported to the Head of Asset Investment.

Property Surveyor

Up to £300 per day Umbrella

MMP Consultancy currently have an opportunity for a Property Surveyor to join a local authority in Westminster. My client is offering a 6-9 month interim contract which may get extended.

This will be a interim position paying £300p/d.

Role Purpose:

  • Work with the Area Repairs Manager (North West/South Central) to implement and develop effective systems to regularly inspect the external and communal parts of property, to identify any requirements for reactive repairs and cyclical maintenance, and to ensure the works required are carried out or programmed according to urgency and priority.
  • Work in collaboration with colleagues across Housing services to ensure a joint approach to improve quality and customer satisfaction for residents.
  • Support and manage a flexible approach to the deployment of resources within the Property Services Division to respond effectively to fluctuations in workload.
  • Highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be appropriately planned in major works programmes.
  • Provide a high standard of technical support to the team. Manage the local delivery of the repairs term partnering contract to ensure compliance with contractual requirements. Work in collaboration and effectively with other teams within Housing services to deliver a seamless, holistic service to customers.
  • Health and Safety - ensure that the Councils Policy for managing the health and safety of residents, staff and contractors is fully implemented and documented. Provide expert knowledge on health and safety law applicable to the construction industry.
  • Provide strategic leadership within the Housing portfolio, contributing proactively to the collective leadership of the council, working collaboratively with Members, services, partners and stakeholders to deliver the council's objectives and priorities.
  • Ensure that all repairs in residents' homes are carried out to a high standard and the service is delivered in accordance with the contract.
  • Ensure that complaints are managed effectively and seek to resolve issues quickly. Ensure that defects which could give rise to claims of disrepair are resolved completely and fully documented.
  • Ensure that claims are made and processed for the cost of all works which fall within the scope of the Council's insurance policy. Ensure that all members of the team are aware of the terms of the policy.
  • Carry out post inspections of:
    • Building structure / furniture and fabric of the buildings
    • Resident in dwelling repairs (reactive and planned)
    • Communal areas o Estate and grounds
  • Inspections will be completed on Site Audit Pro or approved equivalent with photos and detailed diagnostics of the visit. Orders will then be raised on the system, managed and booked with the resident. Site reports and details of inspections will be provided to the resident within 3 working days of visits to the home and stored on our central system.
  • Manage and respond to requests for contract/cost variations each day, ensuring that any costs/changes are within Section20 limits (quantity, cost, scope) and where a request has to be rejected, giving an explanation and a required outcome, ensuring the response is made and recorded on Orchard within agreed SLA timeframe.
  • Manage payment approvals for contractors, up to a limit of £1,500 (per job above the PPR) and selecting jobs for post inspection and ensuring that jobs selected loop into the post-inspection process.
  • Manage cancellation requests received from the contractor, where request is refused provide full details of the reason for refusal.
  • Undertake pre-inspections. Before carrying out the appointment the postholder will contact the resident to confirm they are able to keep it . Following the inspection, complete and upload a Site Audit Pro and upload to SharePoint, and update visit details on Orchard.
  • Be responsible for proactively checking Orchard for orders raised that are insured perils. Ensuring claims are logged, monitored and progressed for the area e.g front door renewals.
  • Maintain Section 20 paperwork and insurance claims for pre and post inspections.
