Job Description

MMP Consultancy currently have an opportunity for a Refurbishment Project Manager to join a West London Local Authority. This will be a permanent position paying £54,213p/a Benefits.

Job Purpose:

  • To provide proactive, highly-organised project management, working as a key part of the team that is transforming Lancaster West into a model estate for the 21st Century
  • Seizing opportunities to maximize a positive legacy for residents, managing building works and sustainability projects, through a multi-million pound refurbishment co-designed with residents, aiming for all homes to be carbon-neutral by 2030.
  • To use data, analysis, and resident input to design and deliver projects that improve the quality of homes and the wider neighbourhood for residents, maximising value within the resources available.
  • To ensure effective management of contracts, partners and workstreams - maintaining budgetary control, managing risks effectively with an exemplary approach to health and safety.
  • Monitor projects and contractors on site to make sure they are delivered to cost, overseeing the work of contractors, operatives and resident liaison officers to deliver major building works projects that meet the diverse needs of the community.

Role Duties

  • Developing and maintaining all project documentation including business cases, project initiation documents, project plans, risk and issue logs, and exception reporting.
  • Building, leading, and motivating project teams in a matrix management environment to deliver the required products while retaining overall responsibility for the delivery
  • To work collaboratively with services to understand their business requirements and to identify and communicate successfully the most effective ways to respond to those requirements, securing buy-in from key managers.
  • Lead on the scoping and specification of projects ensuring that all organisational and statutory requirements are met.
  • Analyse and make recommendations on consultant/contractor design options, feasibility reports and proposals to ensure they meet the project objectives, client requirements and demonstrate value for money.
  • Ascertain client and resident requirements and brief consultants accordingly, ensuring compliance with all business requirements and performance and quality standards.
  • Work effectively with a range of stakeholders to establish and lead project teams to deliver the project to time and budget.
  • Ensure that site checks are undertaken to agree or validate the necessity and accuracy of contractor and consultant work proposals/schedules, quality of work and resident focus.
  • Assist with validating project and contractor valuations and final accounts, to ensure budgets are well managed
  • Monitoring, controlling and reporting on individual projects and budgets to agreed timescales and standards and ensure that continuous improvement activities are conducted in line with RBKC's requirements to ensure that corrective and action plans are implemented where required.
  • Ensure that the projects are delivered within the constraints of CDM requirements and that project specific 'Construction Phase Plans' are reviewed and updated as the projects progress.
  • Work with residents, Resident Associations and RLO's to ensure that resident communication and engagement requirements are met.
  • Work collaboratively with colleagues across the department and the Council to ensure effective service provision and achievement of corporate objectives, including contributing to business and service planning, risk management and business continuity.
  • Ensure that organisational expectations in relation to complaints handling, resident engagement and equality and diversity are met.
  • Identify and seize opportunities to reduce carbon emissions, in the lifecyle of projects, and in the ongoing use of the blocks and homes we manage
  • Undertake other duties relevant to the nature, scope and level of the role as necessary including attending evening and weekend meetings
  • To lead or contribute to assigned projects; ensuring projects deliver the required products and outcomes within specified criteria in terms of scope, quality, cost and time
  • To ensure high levels of stakeholder engagement and effective communication regarding the changes being implemented. To review existing work practices to include efficiency and effectiveness and reduce costs through effective use of systems and data to deliver an improved customer experience.
  • To ensure effective engagement with residents and other relevant external stakeholders
  • To ensure that resident needs and expectations are identified, and that users are involved in testing customer facing changes.
  • To be fully conversant with all legislative or statutory provisions and the Council's key policies, processes and procedures across a range of high-profile services.

    This will be a temporary position paying £35 P/H Umbrella on a 6-9 Month contract.

    Job Purpose:

    • The Stock condition surveyor will carry out validation inspections of properties that have been included in my clients stock condition survey programme and asses the accuracy of information such remaining life of key components e.g. kitchens and bathrooms.

    The Role:

    • Carry out joint surveys with the Consultant's Surveyors to develop a consistent approach to assessing the condition of my clients stock.

    • Carry out HHSRS inspections and demonstrate an understanding of assessing the categories of risk.

    • Carry out stock condition surveys independently and upload results on my clients database.

    • Carry out adhoc surveys of properties as required and prepare reports with diagnosis of defect cause and recommend remedial action.

    • Prepare specifications/scope of works for small projects up to an estimated value of £100k that may include, but not limited to, damp & mold, building repairs, window renewals and security works.

    • Ensure projects meet all CDM and Health & Safety requirements from conception to completion.

    • Act as Contract Administrator to manage construction contractors with regards to performance, quality and cost.

    • Ensure works are carried out in accordance with the requirements of applications of Statutory Authorities.

    • Instruct and liaise consultants as necessary on more complex schemes.

    • Use technical knowledge and ability to assist the Asset Lead, Programme Manager and Sustainability Manager as required

    • Carry stock condition surveys and work with the existing consultants to promote consistency in the approach to collecting data.

    • Carry out property surveys as required and prepare reports recommending remedial action.

    • Prepare specifications of work for schemes.

  • Capital Programme Service Manager

    MMP Consultancy is seeking a dynamic and experienced Capital Programmes Service Manager to lead the development and management a capital programme on behalf of a local authority based in Northwest London.

    The programme will be aimed at improving and maintaining the council's corporate buildings and land. The successful candidate will lead major construction projects, manage budgets, and ensure that the council's corporate objectives are met.

    The rate of pay is £400 - £475pd inside of IR35 via an umbrella company. Candidates will be required on site 2 days per week. This is a 6 month contract subject to extension.

    Key Responsibilities
    * Develop, secure funding, and manage the capital programme and associated budgets for the council's corporate buildings and land.
    * Provide strategic advice to the Head of Estate & Facilities Management on policy and strategy development.
    * Lead operational teams and coordinate the council's approach to capital projects, ensuring positive outcomes.
    * Manage major construction projects to specification, time, and budget, including external third-party providers of technical advisory services.
    * Represent the council at internal, regional, and national forums.
    * Ensure compliance with equality, diversity, and health and safety policies across all services.

    What You'll Need:
    * Proven track record in managing capital programmes and large-scale construction projects within a complex organisation.

    MMP Consultancy currently have an opportunity for a Regional Surveyor to join a housing association covering a patch of North West & West London. The role will be hybrid/agile working with you being on site 3 days a week and 2 days WFH.

    This will be a permanent position paying £52,000p/a Benefits.

    The Role:

    To lead on the responsive and planned maintenance service delivery in a designated region.

    To be responsible for inspections of responsive repairs, damp, mould & condensation (DMC), complex & disrepair works and void works.

    To consult and engage with residents, scheme staff, contractors, and other stakeholders.

    To manage contractor performance.

    To ensure that all works are carried out within regional, delivered on time, provide value for money and meet statutory regulations and compliance.

    To support the delivery of capital and revenue reinvestment programmes and major projects, including cyclical maintenance programmes, refurbishment of acquired assets, onboarding new buildings, and managing termination dilapidations

    To collect and update asset management data.

    Job Purpose:

    Responsive Repairs

    Deliver an effective and efficient surveying service covering disrepairs, DMC, major/complex works, responsive repairs, HHSRS and void repairs.

    Use the repairs management system to manage all responsive and void repairs, including raising works orders using a schedule of rates.

    Prepare and carry out diagnostic inspections and surveys and provide accurate technical advice.

    Ensure effective and efficient control on budgetary spend, ensuring revenue and capital spend are recorded accurately.

    Review variations, invoices, and requests for payment from contractors, challenging and resolving submissions, where required.

    Provide detailed reports on disrepair claims, Environmental Health Orders, complex and major repairs and complaint related repairs and these repair projects to an agreed outcome.

    Contract Management

    Build good working relationships with contractors and maintain effective liaison to ensure the responsive and planned maintenance service is delivered in line with industry standards, the regulatory framework and health & safety legislation.

    Deliver robust management and administration of responsive, capital and revenue contracts, whilst ensuring a collaborative approach to delivery is established, to deliver a high-quality service, on time and to budget.

    Lead/participate in regular contractor performance management meetings.

    Monitor agreed performance indicators for contractors and initiate improvements, as required.

    Planned and Cyclical Maintenance

    Oversee responsive and planned maintenance programme budgets, ensuring there is no overspend and that we receive value for money.

    Conduct full building surveys and prepare comprehensive and detailed reports, recommendations, and costed works specifications for ad hoc and minor works projects.

    Carry our stock condition surveys and validation surveys.

    Carry out surveys and draft detailed dilapidation reports with associated costs when it is being handed back to the freeholder and manage the delivery of any works required.

    Draft schedule of condition reports with associated cost estimates for options appraisals and acquiring new buildings.

    Deliver an effective customer-focussed technical service, ensuring residents receive excellent standards of customer care.
