MMP Consultancy currently have an opportunity for a Major Works Programme Manager to join a Housing Association based in Sutton, Surrey. This will be a interim position paying £600p/d Umbrella.

This role will involve a minimum of 3 days p/w in the office.

What We're Looking For:

Do you have experience of managing project budgets and implementing action plans to address

adverse variances?

Are you knowledgeable of building construction, best practice and regulations?

Are you qualified in MRICS, CIOB, Degree or HNC or relevant qualification and/or management

experience or equivalent in managing Construction projects in Investment, Repairs and

Maintenance?

Are you able to successfully motivate and manage a team of professional and technical staff?

Do you have experience in surveying/inspecting buildings, specification writing, tendering and

procurement?

A bit about the role:

As a Major Works Programme Manager, you will manage the delivery of planned investment

programmes and provide leadership to the team of Capital Works Surveyors/Project

Managers/Clerk of Works/Resident Liaison Officers.

To effectively manage partnered and JCT contractors and consultants, procuring additional works

contracts and staff resources where necessary. Proactively manage budgets exceeding £5m per

annum.

Some of the key results for the role include:

  • Managing the contractors and ensuring the delivery of complex investment projects on

time, budget and to a high standard of quality, ensuring value for money and excellent

service provision. To ensure the Section 20 process is undertaken and completed in full

where required.

  • Ensuring that procurement and competitively tendered contracts meet agreed contractor

selection processes and health and safety standards, and that statutory requirements

including the Public Contracts Regulations are adhered to.

  • Overseeing and supporting the Capital works Surveyors/Project Managers as required in

the development of survey-based specifications and tendering and procurement

processes. Supporting the Programme Manager and the consultants to develop

programme and delivery forecasts for work programmes.

  • Effectively managing relationships with contract partners, consultants and supply chain to

ensure contractual, procurement, statutory and regulatory compliance.

Before applying you must have all of the following criteria to be shortlisted for an interview:

  • 5 years of planned/capital works surveying experience in housing refurbishment contracts
  • 5 years management of 8 technical staff members.
  • Have a strong contract management background in housing refurbishment contracts within a local authority or housing assn.
  • Lead on the management of multiple housing refurbishment contracts/projects ranging from £150k to £25 million.
  • Lead on housing refurbishment contracts procurement.
  • Lead on the programming of Planned/Capital Works Programmes

    MMP Consultancy currently have an opportunity for a Maintenance Surveyor to join a Housing Association. This will be an interim position paying £35p/h Umbrella.

    This will be a 6-9 months interim contract which will involve working in a patch primarily across Kent and south of the M25.

    This will be a 100% remote working role.


    Key Duties

    • Responsible for pre/post-inspection and reports for responsive repairs, void works and cyclical repairs within the relevant area of operation, consulting and engaging with customers, leaseholders and with internal and external stakeholders in the region. Ensure the highest customer standards of delivery are achieved, minimal defects, and a high level of customer satisfaction is achieved. Effectively managing the performance and on site progress of Clarion's Contractors ensuring that works are delivered on time, to a regional budget of £10m, to quality standards and achieve value for money in line with all relevant statutory regulations and compliance
    • Deliver an effective & efficient Repairs & Maintenance service at an operational level to include a regionally based professional surveying service, disrepair works, Major/Complex Works, FRA, responsive repairs, voids and aids and adaptations.
    • Prepare and carry out diagnostic inspections, surveys & technical reports in accordance with Group practice. Providing accurate technical advice with competent & thorough surveys/post-inspections.
    • Identifies and manages insurance claims ensuring most economically advantageous outcome for the organisation. To include, property inspections, managing decants, liaising with loss adjusters/insurance team.
    • Technical lead within the Housing team during the handover of any new developments to ensure quality control through to completion and the end of defects.
    • Effective and efficiently control budgetary spend of approx. £2m within individual area of operation, ensuring revenue and capital spend are recorded accurately. Review invoices and requests for payment from contractors, challenge and resolve submissions where required.
    • Deliver and effectively manage legal disrepair claims and Environmental Health Orders in line with group process and provide detailed reports, and manage complex repairs to an agreed outcome to protect Clarion interests. Ensure effective liaison with in-house service provider, M&E contractors and external sub-contractor staff to ensure the delivery of a top quartile service in line with industry standards, schedule of Rates, operational regulatory framework, health & safety (including asbestos)
    • Management and coordination of empty properties to ensure minimal rental loss and maximum return. Carry out major void inspections, ensuring void works are completed to Clarion lettable standard against key performance indicators and providing detailed costing for the Options Appraisal's.
    • Ensure delivery of all works in line with all compliance requirements and promotion of the organisation's Health & Safety policy and legislation, all personal risk assessments completed/reviewed and relevant action taken to mitigate risk.

    Rate: £585 day (Inside IR35) neg.

    Location: North London
    Contract: 9 months min.
    Hybrid: 4 days per week (1-2 days on site, 1 day in office)
    Attendance of weekly and monthly meetings, in person.

    Key Duties:

    • Lead and project manage a portfolio of major capital investments works to Haringey council's housing stock, ensuring successful delivery and that contract conditions are complied with, that budgets and timetables are adhered, that high-quality standards and value for money are provided and that statutory, regulatory and Council requirements are always delivered.
    • Lead a team of project managers and consultants responsible for the delivery of a range of projects within the housing capital investment programme of up to £20m p.a. Provide effective leadership, support and motivation and ensure the team are recruited, trained, managed, appraised and developed in accordance with internal and statutory procedures in an effective and sensitive manner.
    • Accountable for the successful delivery of all projects within your portfolio, monitoring project performance through Key Performance Indicators (KPIs), project spend and other management and project information and prepare regular, ad-hoc and end of year reports for project and Asset Management teams, boards, senior managers and others and attend board and committee meetings as required.
    • Ensure high standards of project administration are always maintained, that comprehensive, accurate, up to date project documents are maintained to the required standards on all projects managed by the team including but not limited to project documentation, project budgets and project cash flow forecasts.
    • Lead on the development and delivery of all projects related resident engagement and communication plans, achieve high levels of resident satisfaction and attend resident meetings and liaise with individual residents ensuring that residents are kept fully always informed.
    • Proactively collaborate closely with colleagues across Housing and the Council, members, internal and external stakeholders to ensure a holistic approach to the delivery of works and services to residents and that the interests of the council and of residents are protected.
    • Ensure compliance with all regulatory and statutory requirements, contractual requirements, quality standards and Council governance policies, processes and procedures always and that there are robust monitoring and change control mechanisms are in place.
    • Manage and take responsibility for the resolution of members enquiries, complaints, ombudsman enquiries, freedom of information, data protection issues and leaseholder and tenant requests.
    • Ensure compliance with all leaseholder legislation, produce detailed Section 20 notices for the works that will be undertaken, ensure leaseholder consultation is effectively managed.
    • Lead on the contract management and procurement of works and services contracts to support the delivery of the Housing capital investment programme, implement a robust contract management framework and resolve any contractual and legal disputes and ensure value for money at all times.


    Key Skills:

    Project management - evaluate effectiveness of contracts and consultants used and make recommendations or changes as required.
    Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
    Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
    Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
    Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
    Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
    Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.

    Experience / Qualifications:

    * Extensive knowledge of the capital projects industry within social housing.
    * Building background with a suitable qualification or demonstrated experience.
    * Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
    * Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
    * IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
    * Use of appraisal system desirable.
