Our Client team play a critical role in ensuring that managing the Council's extensive property portfolio to deliver the Council's objectives. The team are working on a diverse range of exciting and innovative projects, including bringing disused town centre sites back into life by reconfiguring them for long term and sustainable use. They are also delivering new seafront leisure schemes to support a growing tourism economy, and collaborating with Coastal Partnership teams as an enabler of vital flood defence works.

About The Role

Our Client own and manage around 3000 assets. The portfolio is varied and includes; Offices, Town Halls, Depots, Industrial Units, Leisure Centres, Public Conveniences, Cafes & Kiosks, Shelters, Beach Huts, Shops & Retail. Our Client's property team comprises over 40 property professionals who are responsible for helping deliver over a third of the council's income.

We are looking for an Asset and Investment Manager to lead the asset investment, property management, acquisitions and disposal programme for Our Client. The Asset & Investment Manager will act in a strategic and advisory capacity to the council on a range of property and asset management matters, including the identification of new investment and development opportunities.

The Asset and Investment Manager will lead the property team and manage external consultants. You will advise on property matters across the portfolio as well as for the Southwold Harbour Management Committee, and lead on the asset-delivery of externally funded programmes such as the Towns Fund. You'll be leading on the delivery of a range of important and innovative projects and work programmes across the portfolio.

About You

As the successful candidate, you will need to have:

A relevant degree or equivalent qualification in real estate or a related discipline

A professional membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent

Knowledge of Landlord & Tenant legislation and experience in negotiating rent reviews, lease/licence renewals, assignments and other third-party agreements

Experience of developing business cases for new property developments including cash flow analysis and professional support and advice

Experience in negotiating the settlement of terms for the acquisition and disposal of property, including easements, wayleaves and entry onto land under statutory notice and providing regular cost estimates and scheme progress reports as required

Ability to provide professional advice and be the point of contact for all day to day property management matters

Ability to oversee all rating and council tax referencing, valuation and negotiation including representing our client at any appeal tribunals and overseeing the payment and refund of rates and council tax demands

Whilst not essential, holding registered valuer status would be highly beneficial, and an ability to undertake a variety of RICS 'Red Book' Valuations, annual portfolio, Right to Buy valuations and appraisals for disposal or development purposes.

    MMP Consultancy is currently seeking an experienced Repairs Surveyor to work an interim contract with a public sector housing organisation in Northwest London. £40 per hour (Inside IR35).

    Title: Repairs Surveyor

    Key Duties:

    • Carry out surveys to properties, including diagnosing the cause of complex faults and failures and post inspect works.
    • Prepare detailed specifications, and oversee contractors' delivery of works, managing quality, value and progress, all in line with contract terms.
    • Carry out Damp Mould and Condensation (DMC) inspections and provide solutions that align with ombudsman recommendations (AWAABs Law)

    • Understanding of responsive repairs, voids works, planned and cyclical repairs requirements.
    • Ability to be proactive and work on own initiative, with limited supervision,
    • Experience of managing contractors.

    Role Overview:

    To provide expertise and lead in the operational management of compliance control, information maintenance and monitoring with regard to the servicing, inspection and follow up regimes of remedial works across all statutory and non-statutory compliance work- streams within remit, liaising with the Performance team to ensure up to date adherence is understood at all times.

    To work effectively and collaboratively across all external stakeholders to ensure statutory and non-statutory obligations, planned works contract delivery and associated consequential remedial works, inclusive of building and engineering disciplines, are being met and ensure safe running of associated asset related life safety systems and equipment.

    To manage the M&E Engineer and maintain working relationships with the senior management team and operational delivery teams to promote confidence in the agreed assurance mechanisms and raise the level of awareness and understanding of statutory compliance within our clients homes.

    Key Deliverables

    1.Ensure that all relevant compliance service, testing and inspection processes within remit are carried out correctly, remedial/follow on works are undertaken on a risk basis; that the service, testing and inspection process remains current and fit for purpose, and all records and certification are appropriately recorded. Keep up to date with changing legislation, standards and technology. Assist in the updating of specifications and documents.
    2.Implement and operate robust processes and procedures in order to ensure the legal obligations in regard to property compliance are managed and met; and to ensure all identified risks are mitigated in the most efficient manner, making best use of available resources to keep all residents safe.
    3.Work in collaboration with H&S Manager and the Building Safety Manager to ensure risks around health, safety and compliance are identified and risk mitigation strategies are developed and implemented to maintain property compliance and our regulatory obligations are met.
