Job Description
MMP Consultancy is seeking a Principal Building Surveyor on behalf of a west London based Local Authority. This a temporary ongoing contract paying £600pd inside of IR35.
Candidates must have Class 3 Registered Building Inspector.
Purpose of Job:
* Lead the delivery of technical services for the Building Control Authority, ensuring compliance with building control legislation and regulations.
* Oversee public protection by enforcing building regulations, managing demolitions, and temporary structures.
* Manage the Council's response to dangerous structures, coordinating with emergency services.
* Contribute to the leadership and management of the Building Control Authority and represent Building Control in corporate initiatives.
* Act as deputy for the Assistant Director of Building Control when necessary.
Main Responsibilities:
* Provide technical advice on building safety, regulations, and structural issues.
* Support the Building Safety Regulator in regulating high-risk buildings and enforcing regulations.
* Ensure full cost recovery for Council services as per the Building Safety (Fees and Charges) Regulations 2023.
* Ensure the competency and training of building inspectors.
* Enforce building regulations using powers under the Building Safety Act 2022 and Building Act 1984.
* Investigate and resolve contraventions of building work, serving necessary notices, and prosecuting cases.
* Oversee the inspection and licensing of demolitions and temporary structures.
* Review fire safety information in planning applications and advise on compliance.
* Act as a third surveyor under the Party Wall etc Act 1996.
Qualifications:
* Class 3 Registered Building Inspector is essential
* Class 3 Building Inspector registration
* Membership of MRICS, CABE, or a similar professional body.
* Minimum of five years post-qualification experience, preferably in a Building Control environment.
* Management experience is desirable.

Maintenance Surveyor
MMP Consultancy currently have an opportunity for a Maintenance Surveyor to join a housing association covering a patch of West London
This will be a temporary position paying £35 P/H Umbrella on a 6-9 Month Contract
The Role:
- Responsible for pre/post-inspection and reports for responsive repairs, void works and cyclical repairs within the relevant area of operation, consulting and engaging with customers, leaseholders and with internal and external stakeholders in the region. Ensure the highest customer standards of delivery are achieved, minimal defects, and a high level of customer satisfaction is achieved. Effectively managing the performance and on site progress of my clients Contractors ensuring that works are delivered on time, to a regional budget of £10m, to quality standards and achieve value for money in line with all relevant statutory regulations and compliance.
Job Purpose:
- Deliver an effective & efficient Repairs & Maintenance service at an operational level to include a regionally based professional surveying service, disrepair works, Major/Complex Works, FRA, responsive repairs, voids and aids and adaptations.
- Prepare and carry out diagnostic inspections, surveys & technical reports in accordance with Group practice. Providing accurate technical advice with competent & thorough surveys/post-inspections.
- Identifies and manages insurance claims ensuring most economically advantageous outcome for the organisation. To include, property inspections, managing decants, liaising with loss adjusters/insurance team.
- Technical lead within the Housing team during the handover of any new developments to ensure quality control through to completion and the end of defects.
- Effective and efficiently control budgetary spend of approx. £2m within individual area of operation, ensuring revenue and capital spend are recorded accurately.
- Review invoices and requests for payment from contractors, challenge and resolve submissions where required.
- Deliver and effectively manage legal disrepair claims and Environmental Health Orders in line with group process and provide detailed reports, and manage complex repairs to an agreed outcome to protect my clients interests.
- Ensure effective liaison with in-house service provider, M&E contractors and external sub-contractor staff to ensure the delivery of a top quartile service in line with industry standards, schedule of Rates, operational regulatory framework, health & safety (including asbestos)
- Management and coordination of empty properties to ensure minimal rental loss and maximum return.
- Carry out major void inspections, ensuring void works are completed to my clients lettable standard against key performance indicators and providing detailed costing for the Options Appraisal's.
- Ensure delivery of all works in line with all compliance requirements and promotion of the organisation's Health & Safety policy and legislation, all personal risk assessments completed/reviewed and relevant action taken to mitigate risk.
- Maintaining excellent customer satisfaction by taking ownership and demonstrating proactive collaborative working with repairs providers

Stock Condition Surveyor
MMP Consultancy currently have an opportunity for a Stock Condition Surveyor to join a housing association. My client have stock in and around the Ealing & West London Areas.
The position is primarily site-based, with occasional office attendance at the Ealing Gateway office.
My client are offering an hourly rate of £40p/h Umbrella.
Role Purpose:
- Develop effective working relationships with colleagues and external agencies
- Support the delivery of the planned, cyclical and maintenance programmes and services and Asset Management Strategy.
- Work proactively with residents and colleagues to ascertain programme priorities and service needs
- Play a key role in developing customer expectations and other key stakeholders involvement in a programme of projects.
- Understand, analyse and act upon all aspects of customer feedback and performance relating to your programme delivery through the use of available management information reporting tools
- Pro-actively ensure that any underperformance or service failure is addressed to ensure that programme targets and operational KPI's are met: using legal and contractual knowledge to resolve issues
- Liaise with external organisations as appropriate
- Responsible for health & safety issues within the responsibility of the post

- Advise on conditions relating to property condition, providing solutions to property issues and informing future programmes of works.
- Carry out health and safety surveys in line with HHSRS.
- Carry out other surveys, e.g. DDA surveys and fire risk assessments, to update the Association's asset register and assist the Asset Management directorate in preparing schedules for service charges for renewal, repair and maintenance.
- Upload survey data onto the Asset Management database providing management information and reports as necessary.
