Job Description

MMP Consultancy is seeking a Class 3 Senior Building Control Surveyor on behalf of a Local Authority based in West London, to evaluate plans for a wide range of construction projects to ensure compliance with Building Regulations.

This is a temporary opportunity for 3 months initially, subject to likely extension. Hybrid working is available with on site visits required. The rate of pay is £430pd inside of IR35 over a 5-day working week.

Key Responsibilities:
* Evaluate plans for a wide range of construction projects to ensure compliance with Building Regulations.
* Conduct site inspections to monitor construction progress and verify regulatory compliance.
* Provide expert Building Control advice to clients via phone, email, and in-person meetings.
* Inspect dangerous structures during regular hours and participate in the out-of-hours dangerous structures rota.
* Maintain accurate and up-to-date records of inspections and related correspondence.
* Assist in the training and development of Trainee and Assistant Surveyors.
* Support the Principal Surveyor and Head of Building Control with additional duties as required.

Required Skills and Qualifications:
* Degree in construction or an equivalent qualification, with a Class 3 Building Control Surveyor Registration (BSR) preferred.
* Full corporate membership with a recognised professional body such as RICS, CABE, or CIOB.
* Minimum of seven years' experience in Building Control, with recent experience as a Senior Surveyor.
* Ability to work independently with a proactive attitude towards learning and development.
* Strong sense of responsibility and willingness to collaborate within a team environment.

    Job Purpose:

    Managing team of risk assessors / surveyors and overseeing the work of consultants whilst providing fire safety surveying expertise, support and advice to ensure my clients housing stock is inspected, managed and maintained in accordance with the Fire safety Act, Regulatory Reform (Fire Safety) Order 2005 and any other appropriate Health and Safety Legislation.

    Key Duties:

    • Provide specialist professional and technical advice and reports on all matters within the functionality of the service, including undertaking the role of professional or expert witness at hearings, adjudications and legal proceedings etc.
    • Undertake and produce Fire Risk Assessments (FRAs) for the housing stock and tenant meeting rooms, identifying all fire related risks and raise orders to repair and maintenance contractors to remedy risks and rectify identified minor breaches.
    • Prepare a programme of FRA inspections in accordance with the regulatory reform order taking account of appropriate risk of different stock archetypes.
    • Undertake desk top reviews of Fire Risk assessments at planned intervals as per policy requirements
    • Undertake quality assurance of specialist contractors undertaking FRA's
    • Monitor Repairs and Maintenance contractor's work, inspect completed works and ensure standards are to the highest quality. Follow up unacceptable performance with contractors to ensure issues are remedied.
    • Identify technical solutions and develop planned programmes of Fire Safety Works in accordance with the Asset Management Strategy.
    • Prepare specifications of works for one off projects as required to ensure that my client is fully compliant with current statutory Health & Safety and Fire regulations.
    • Work closely with the Planned and Capital Team and post inspect quality of work undertaken during planned programmes.
    • Undertake regular random inspections within the housing stock to ensure that fire safety signage and communal areas are free of rubbish or tenants possessions.
    • Work with the London Fire Brigade's inspector responsible for auditing the Fire Risk Assessments. Undertake joint inspections on selected buildings, identify remedies, monitor works and produce reports on the results to the Health and Safety Manager.
    • Deal with enforcement notices issued by the London Fire Brigade, organising remedial works and prepare formal responses to the fire brigade.
    • Provide advice to and audit/inspect repair and maintenance contractor's works so that approved materials and products are used across the stock.
    • Provide advice and training to Repair and Maintenance contractors to ensure that necessary compartmentalisation works are identified and undertaken during voids
    • Provide advice and training to colleagues in HRD and other housing management partners on Fire Safety Management
    • Prepare and give presentations to tenants and leaseholders on fire safety and prepare articles and advice on fire safety for inclusion within resident's newsletters.
    • Meet with vulnerable tenants to provide them with advice on fire safety.
    • Assist the Health and Safety manager in developing, reviewing and maintaining Fire Safety strategies, policies and a Fire Safety database.
    • Prepare reports on fire safety as and when required.
    • Prioritise and deal with all resident complaints and members enquiries in accordance with the Council's timescales and standards and aim to resolve them to the customer's satisfaction.
    • The role is one of positive intervention and management support based on specialist knowledge and research.
    • The role is required to offer consistent service while coping with stressful situations and fluctuating demands and pressures.
    • There is a requirement to work flexibly in response to the demands of the job, which may require dealing with emergency situations and working beyond normal office hours on occasions.
    • Build and maintain effective and productive working relationships with internal and external stakeholders.
    • Maintain own up to date knowledge of legislation, advances in technology and best practice relating to the functionality of this post and ensure that it is translated into action.
    • Contribute to the development of policy, practice, procedures and service planning for Asset Management and Property Services and participate in projects, working groups, service developments, audits and reviews as directed.

    Role Description

    • To participate as a member of the Capital Delivery to undertake a wide range of Building Surveying, Enforcement Inspections and related Project Management duties.
    • To proactively engage with customers, leaseholders, tenants and all related Council Officers such as Housing Management, Legal Services, Leasehold Services, and the Home-Buy Team in the delivery of the Property Compliance Service.
    • To contribute to the commercial viability of the team.

    About The Role

    • Lead & assist with:
      • Determination of landlord's licence applications for alterations
      • Determination of remedies in the event of breaches of lease and/or tenancy obligations

    The post holder will work as part of the Housing Operations Team - Property and be responsible for the technical service provision for the Housing Service in accordance with the our clients agreed policies, procedures and working practices, delivering a first class service that is value for money and customer focused.
    * To work as part of the Housing Operations Team - Property dealing with all aspects of void property inspection, mutual exchanges, insurance claims, structural diagnosis, building defects, property adaptations and management, major works to properties, assisting with the delivery of the Choice Based Lettings Scheme in relation to Accompanied Viewings and Routine Inspections of properties.
