Job Description

MMP Consultancy is seeking a Building Control Team Leader to oversee the Building Control function for a council based in West Sussex. This is a temporary position initially for a period of 3 months subject to extension. The rate of pay will be £500pd depending on the candidates' level of experience.

The successful candidate will manage a small team of Building Inspectors, ensuring compliance with building regulations related to health, safety, sustainability, energy conservation, and design. This is a leadership role requiring both technical expertise and strong team management skills.


Key Responsibilities
* Lead, supervise, and support a team of Registered Building Inspectors to ensure service objectives and performance targets are met.
* Manage the administrative and technical processes of building control, including enforcement actions, to ensure compliance with relevant legislation and building standards.
* Provide training, mentoring, and support to team members, ensuring they maintain professional competence through continuous development.
* Oversee building control applications, ensuring fees are correct, information is compliant, and applications meet building regulations.
* Establish inspection plans, allocate inspections, and monitor compliance and performance across your team.
* Undertake risk assessments on structural calculations and authorise additional checks when necessary.
* Conduct site inspections, assess compliance, negotiate solutions, and, when required, enforce regulations to ensure safety and quality standards.
* Respond to dangerous structures and liaise with emergency services to provide effective solutions, including out-of-hours attendance.
* Represent the Council as a professional witness in legal proceedings and consultations with statutory bodies.
* Provide technical advice to the public, Council departments, and external stakeholders.
* Maintain accurate records using IT systems and manage complaint and dispute resolution processes.


To be considered for this role, you must have:
* Registration as a Building Inspector with the Building Safety Regulator at Class 2A, B, C, D, E, or F.
* Strong managerial and decision-making skills, with relevant experience in building control.
* Comprehensive knowledge of building legislation, regulations, and professional codes of practice.
* Demonstrable knowledge of construction methods, techniques, and materials.
* Financial acumen and an understanding of local government service delivery.
* Excellent communication, leadership, and presentation skills, with a proven ability to manage a team effectively.
* Proficiency in IT, with experience in data input and using relevant office software.
* Desirable Criteria
* Class 4 Technical Manager registration (ideally)
* Membership in a relevant professional body (e.g., RICS, CABE, CIOB) and evidence of continuous professional development (CPD).
* Familiarity with local government services and procedures.
* Willingness to pursue further registration at Class 3G and H as required by the service.

    2.Implement and operate robust processes and procedures in order to ensure the legal obligations in regard to property compliance are managed and met; and to ensure all identified risks are mitigated in the most efficient manner, making best use of available resources to keep all residents safe.
    3.Work in collaboration with H&S Manager and the Building Safety Manager to ensure risks around health, safety and compliance are identified and risk mitigation strategies are developed and implemented to maintain property compliance and our regulatory obligations are met.

    Reporting to the Lead Head of Service within our repairs and maintenance division, you will be pivotal in leading and managing the delivery of a high-quality, timely responsive repairs service with a 'right-first-time' approach.
    Managing a team of direct and indirect reports (including Technical Supervisors, trade operatives, and engineers), you will identify operational efficiencies whist ensuring the responsive repair programs offer value for money solutions and achieve a high level of customer satisfaction.
    Experience of managing responsive repair services, demonstrable stakeholder and contract management experience is a must!

    Duties:

    • Membership of a professionally recognised construction industry body i.e. RICS, CIOB

    • Direct experience of managing the operational delivery of a programme of works/ services in excess of £5m per annum, including management of resources, work planning, customer engagement, quality assurance, to time and within budget.

    • Experience of working within a highly commercialised environment.

    • Experience of contributing to the development of solutions to improve efficiency, reduce costs, improve quality and customer experience.

    • Proven track record of supply chain management within a commercial project management environment.

    • Experience of representing a company as a contract manager / representative.

    • Full clean manual UK driving Licence.



    Working Arrangements:


    • Working pattern: 36 hours per week, Monday to Friday (1 Day Per Week WFH)

    • Location: Essex

    • Some travel required throughout the borough in line with requirements of the role.
