Managing Consultant – Estates & Facilities

Jonny started working in recruitment in 2012 at age 16 after finishing his GCSEs in administration. The buzz of the recruitment environment encouraged Jonny to push for more, eventually moving to a Resourcer and then a 360 Recruitment Consultant position, sourcing healthcare candidates for his NHS clients.

Jonny joined MMP Consultancy in 2019 as part of the NHS/Education team. In 2021, he took responsibility as Managing Consultant of the Estates & Facilities department, where he and his team source candidates at all seniorities for MMP’s education and healthcare clients across England. Now with over 10 years of working in a recruitment environment, his passion for professionalism and drive for success is pushing Jonny to grow the Estates & Facilities team to deliver more high-quality recruitment campaigns for MMP’s public sector clients.

During his free time, Jonny enjoys making music with his friends, making delicious pasta dishes and travelling abroad (primarily just to Italy for the pizza!).

Disrepair Surveyor

Up to £35 per hour

MMP Consultancy is seeking a Disrepair Surveyor to join a Local Authority based in Bristol. This is an interim ongoing role paying £35ph umbrella over a 37-hour working week to start as soon as possible.

This vital role involves managing housing disrepair complaints that escalate into legal claims (Housing Condition Claims), working closely with the Local Authority's legal team to ensure swift and effective resolution.

As a Disrepair Surveyor, you will be responsible for conducting in-depth property inspections, overseeing necessary repairs, and ensuring all works are completed to a high standard within budget and timescale. You will play a key role in safeguarding tenants' rights while protecting the Council from unnecessary litigation by resolving disputes promptly and professionally.

Key Responsibilities:

  • Investigate and manage all legal disrepair claims in conjunction with Legal Services.
  • Conduct thorough inspections of residential properties in response to disrepair complaints.
  • Coordinate and monitor repair works, liaising with internal trade teams and external contractors to ensure quality and timely completion.
  • Ensure compliance with all statutory obligations and health and safety standards.
  • Maintain clear and empathetic communication with tenants, providing detailed reports and updates throughout the process.
  • Deliver a cost-effective, value-for-money service while achieving high levels of customer satisfaction.

Experience Required:

  • HNC/HND or Degree in Building Surveying or a related construction discipline.
  • Proven experience in housing disrepair or a similar surveying role, ideally within a local authority or social housing environment.
  • Experience in managing legal disrepair cases and providing expert witness reports.
  • Strong understanding of building construction, maintenance, and health and safety legislation.

Major Works Surveyor

£49000 - £53000.00 per annum

MMP Consultancy is seeking a Major Works Surveyor on behalf of a Housing Association based in Leicestershire. This is a permanent role with a salary bracket of £49,000 - £53,000 depending on the successful candidate's qualifications.

The successful candidate will be focused on the end-to-end management of major repairs and planned works - from structural damp and drainage, to roofing, fencing programmes and major adaptations. They will also be the key point of contact for Party Wall enquiries and tenant requests for alterations.

Working closely with contractors, residents, consultants, and internal teams, they will ensure all works are delivered on time, within budget, and to the highest standards of quality and compliance.

Key Responsibilities:

  • Manage the full lifecycle of major works and repairs - from scoping, specification, and procurement through to on-site delivery and sign-off.
  • Oversee and certify contractor valuations, ensuring compliance with contracts, health and safety standards, and value for money.
  • Lead on specific programmes including structural repairs, drainage works, insulation, and major aids and adaptations.
  • Handle Party Wall enquiries and manage the tenant alteration request process.
  • Carry out site inspections, assess quality, and manage snagging and completion signoffs.
  • Work closely with Resident Liaison Officers to ensure excellent customer service and satisfaction.
  • Promote a strong culture of compliance, health and safety, and continuous improvement across all projects.


Requirements:

  • A qualified and experienced building professional, ideally with RICS or CIOB accreditation (or equivalent experience).
  • Minimum of two years' experience delivering major works within social housing or residential property.
  • Strong technical knowledge across all aspects of domestic property maintenance and refurbishment.
  • Skilled in contract administration, cost management, and project reporting.
  • Able to manage multiple complex projects and contractors while maintaining strong customer focus.
  • Excellent communicator with strong organisational skills and a proactive, solution-focused attitude.
  • NEBOSH/IOSH qualifications desirable.
  • A full driving licence and access to a vehicle for work purposes.

Development Delivery Manager

£350 - £400 per day

MMP Consultancy is seeking a Development Delivery Manager to join an ambitious team within a Housing Association based in Birmingham. This is a temporary ingoing position with a day rate of £400pd inside of IR35. Candidates will be based in the Birmingham office, however occasional travel to Northamptonshire and Bedfordshire would be required.

The successful candidate will play a key role in delivering the client's target of 50,000 new homes over the next decade. They will oversee multiple housing development projects currently in progress or in the pipeline. Working collaboratively across internal teams and with external partners, they will ensure projects are delivered on time, within budget, and to a high standard of quality.

Key Responsibilities:

  • Manage the end-to-end delivery of housing development projects across various tenures.
  • Contribute to the success of the Development Delivery Team by meeting project milestones and business objectives.
  • Collaborate with colleagues across the organisation - including Development, Commercial, Technical and Customer Service teams.
  • Appoint and manage external consultants and contractors to ensure quality and compliance.
  • Represent the organisation at meetings and networking events, strengthening relationships with local authorities and key stakeholders.
  • Prepare accurate financial appraisals using tools such as Pamwin.
  • Ensure handover of projects aligns with customer satisfaction goals and internal quality standards.
  • Monitor and manage project risks and ensure robust health and safety practices on site.
  • Report project progress clearly to internal Boards, Panels and Committees.


Requirements:

  • A minimum HNC (preferably a degree) in development delivery, construction, or a related discipline.
  • Demonstrable experience in housing development or a property-based commercial organisation.
  • Strong understanding of the full development lifecycle - from feasibility to handover.
  • Experience managing projects across a range of tenures including shared ownership, social rent, and market sale.
  • Proven ability to manage budgets, timelines, and quality outputs.
  • Excellent interpersonal and communication skills - both written and verbal.
  • Experience engaging with external partners including developers, funders, and local authorities.
  • A collaborative approach and a genuine commitment to delivering high-quality homes for customers.
  • Confidence in contract administration and knowledge of procurement routes including Frameworks and Joint Ventures.
  • A customer-focused mindset and commitment to delivering excellent service.

Building Surveyor

Up to £35.68 per hour

MMP Consultancy is seeking an experienced Building Surveyor to be based in south Hampshire. This is a temporary position on a 3-month rolling contract paying £35.68ph umbrella over a 37 hour working week. Flexible working is available, and a full UK driving licence and own vehicle is essential.

The Building Surveyor will be responsible for the Surveying of properties, both residential and commercial, within the Council's portfolio, and the management of contractors delivering both maintenance and planned programmes.

Responsibilities:

  • Carrying out property inspections and surveys across residential and commercial stock
  • Raising repair orders and managing procurement of contractors for all repairs and maintenance
  • Liaising with a range of contractors on responsive repairs and planned programmes
  • Delivering and overseeing minor and major works projects from specification through to completion
  • Ensuring all works meet health & safety regulations, CDM requirements and local authority standards

Requirements:

  • HNC in Building Surveying/Construction or equivalent preferred (or significant experience in a similar role)
  • Sound knowledge of housing maintenance, repairs, and construction
  • Strong experience working with contractors and delivering property projects
  • Excellent organisational and communication skills
  • Full UK driving licence and access to your own vehicle is essential

Property Repairs Manager

Up to £31.63 per hour

MMP Consultancy is seeking a Property Repairs Manager on behalf of a Local Authority based in Warwickshire. This is a temporary 3 month rolling contract with an hourly rate of £31.63ph umbrella inside of IR35.

The successful candidate will lead in managing and developing the client's in-house Property Repairs Team. Their primary responsibility will be to ensure the client's social housing stock and leased properties are well-maintained, legally compliant, and meet the needs of their residents. The successful candidate will be responsible for delivering an integrated and customer-focused responsive repairs and voids service, managing a budget in excess of £3 million per year.

Responsibilities:

  • Leading, mentoring, and developing the Property Repairs Team to maximise their potential and performance.
  • Ensuring high-quality repairs services are delivered across all housing tenures.
  • Managing budgets, contractors, and risk, with a strong focus on compliance and value for money.
  • Overseeing health and safety systems and procedures, ensuring a safe working environment for all.
  • Implementing strategic service improvements through data-led decision making.
  • Working closely with residents, council officers, elected members, and external partners.
  • Leading on the development and monitoring of performance indicators to drive service excellence.

Requirements:

  • A strong track record in managing responsive repairs and maintenance services within social housing.
  • Significant experience in leading large, multi-disciplinary teams, including field-based staff.
  • A strategic thinker with excellent operational delivery skills and strong commercial acumen.
  • Sound knowledge of health and safety legislation and regulatory compliance (asbestos, CDM, legionella, etc.).
  • Strong communication skills and a passion for delivering excellent customer service.
  • Proven ability to manage large budgets and contracts effectively.
